They seem to be the only place offering tball over the summer

Other than being hot, there's not a problem with Y T-ball. You can also check out JC Sports. They have indoor baseball for ages 4-6.

JSCPORTS Houston

Kingwood/Forest Cove tball/baseball starts in September, I think registration is in the fall.

DS did it once and it was an utterly miserable experience. Most of the issues weren't the Y's fault....horribly hot, lots of rained out games, mosquitos the size of eagles. June/July in Houston is not a great time for outdoor sports.
