I know of US families trying to get supplies to their loved ones in PR. while they had no issues sending boxes out, the PR Government (Customs) made it extremely hard for the receiver to pick up the items, giving them only a 24 hour window to claim the box by the adresses only (or it would be donated), poor tracking system availability, bogus pick up addresses etc. Given blocked roads and the fuel shortage, it was a very insensitive set up.

Americans who made it back home say the situation was unsafe for them to stay that they tried to bring help and supplies to various areas only to be be blocked by PR officials.

It appears to me corruption is rampant in that country. IDK how much aid we can give PR to decrease a corrupt government? They don't pay US taxes at the rates we do. Besides, Trump doesn't seem interested in helping PR at all.
