There is usually a spoiled food "loss" but I don't think the fridge itself is covered.
What about a Home Warranty? They should repair ut ir replace it.
How are you going to prove the electrical surges caused the refrigerator to fail?

It will cover food lost if over your deductible..not the fridge though..otherwise we would all get new TVs, sterile, appliances every time the power surges around here even with no flood.
If your deductible is smaller than your refrigerator's cost, then you either have a really nice fridge or you have really expensive insurance...or maybe a really cheap house.
