Pls explain these traffic lights

The three Metrorail traffic signs are unfamiliar to me. I've been driving around them often but haven't quite figured them out yet. There is a blank/ unlit sign, a blinking sign, and va solid sign. Can Skene please tell me what they mean? I've seen all signs with and without a rail train in sight.

No idea! I just wanna know why there's a constantly flashing yellow light after you pass the neighborhood Walmart before you get to the new light by the church?? LOL

To alert you that there's a stop light there. It does no good though because the trees are so overgrown that you can't see the blinking light.

Really? How come THAT light gets a blinking warning light, bc they don't all have that??

Another issue is going to be the new two way on WLHP. Now that its open for good, I guess, it's a real HAZARD when you come out of Mills Branch on any of those streets that intersect with WLHP. Coming out and going south back down WLHP, you cannot see around shrubs and have to get half way into oncoming traffic to get a view. I mowed down a barrel yesterday. LOL.

Why would the government install a blinking light that has absolutely no purpose?

So, the blinking train light has a purpose? I still don't get it.

They have to put up warning lights/ signs when a new signal or so sign is installed fur X amount of weeks, months. IDK why? They get ignored. No one sees them. I did notice that they left up the "left lane closed ahead" signs at the same NP signal area for many weeks after the lane was open and the sign was up and functioning. It's no wonder other road signs are ignored!
