Depends if you understand modern politics. If it is within the rules it is proper, as is the case here. Exploiting the rules to your own advantage, is the smart thing to do. Thereby, proper. Not exploiting the rules is stupid. Thereby, improper. No matter who in the campaign did what, is not a legal issue, as long as the candidate themselves did know, condone, or commit the act. This 'collusion', not a legal standard, can only be fought in the arena of public sympathy. Not in a court of law. Which is what the left is doing.
